Hello,
 I'm with Anton Bruckner, a composer of famous church music.
 
Here generally the last quarter should sound a little bit wider.
 
 Is it possible to adjust it with Finale 2009?

What do you mean "wider?" Do you mean in length, or in timbre? If you mean length, there are several ways in achieving it; fermata, same notes but different value in another layer(s), change tempo. If you're asking if you can get Finale to recognize that the last quarter should be played that way, I don't think so.

There's also the MIDI tool for note duration and some controllers. For duration, John is right that either a fermata (which you can tweak and can hide) or notes on non-displaying measures are probably the simplest.

As for timbre, there are continuous controllers you can create expressions with or use the MIDI tool with. Others in this forum do a lot more with that than I so perhaps one of them will join in when we understand exactly what you are trying to accomplish.

But, finally, if you are using VST, there are often additional settings to tweak depending on which instrument. You'd want to check out the manual and then pick an instrument to experiment with. (The Garritan instruments bundled with Finale often have many of the same dials etc., but the documentation is so skimpy that experimenting was impractical [for me, at least]. I'm sure others have been able to do it. With GPO, I got enough guidance to work with. And more instruments.)

I want to influence the duration of the last quarter generally
and thought to read somewhere that it is possible to adjust the timing in measures
somehow as swing settings in human playback do.

Now have found the tool 'Tempo Adjustment'.

In the help page I read:
The Tempo Tool lets you edit tiny, moment-by-moment tempo fluctuations within the playback of a piece.

But in playback I do not notice any effects
after defining:

Starting Time in Measure: Beat 4
Change By: 150%
Measure Region: Measure 1 through the End of Piece.

I also set Human Playback to None.

Has you a hint?

I don't know why you don't hear any change in tempo. Your setting should result in a raised tempo, say from 100 to 150 beats per minute on the fourth beat of the first measure, increasing further on the fourth beat of the second measure etc., etc.

Remember you are setting the tempo, not the duration. And the tempo adjustment needs to be set back on the first beat of the following measure, and that's not part of the setting.

You can do another thing:
In Studio View select HyperScribe Tool and click on the first measure of the Tempo Tap. Now tap the tempo with the space bar for the first measure (you can change the "tap" notes to other values with Simple or Speedy Entry tool if needed).
Then go to Select Tool and in the Edit menu select Use Filter: quickest way is to choose None and then Tempo Changes.
Now select the first measure and Copy it (the Filter means that you are only copying tempo changes)
Select the second measure and Right-Click to select Paste Multiple: enter the number of measures you want to affect (the Filter implies that you are only pasting tempo changes).

first I misunderstood the 'Change by' value, and additionally I didn't know that I have to set back the tempo.

So in my second test I used the units and set for unit 0 :
Starting Time in Measure: Beat 1
Set to: 115 Beats per Minute
Measure Region: Measure 1 through the End of Piece.

For unit 1:
Starting Time in Measure: Beat 4
Set to: 40 Beats per Minute
Measure Region: Measure 1 through the End of Piece.

First I could not recognize a hearable difference,
but I remembered the 'Playback Options' and
checked in 'Play recorded tempo changes'.
So I heard the expected difference.

Because I'm not a real instrumentalist my usage of Finale is
to enter the notations with keyboard and to play the result while singing along.
