Maybe I'm doing something wrong, but I can't move just one staff without moving all the other ones below as well. I know you can reorder staves in finale 2011 but that only works within each group. I just want to be able to move one staff at a time and than use the respace function!

Starting with 2011 the staff's bellow the one you are moving keep their distance. Which I think it's better than the way you do it before, selecting all staffs to move them together.
If you want to lower one staff without the staff's bellow moving, hold ALT while dragging.

The reason I want to move one staff is because I made a mistake and put the euphonium below the sax tenor. I want the euphonium staff below the trombones but the program will not allow me to change the euphonium staff into the group. If I try and use the reorder staves, it puts the euphonium under the tubas

O you can change order between staves without dragging.
Staff Tool/Reorder Staves/Click in the window the staff you want to move, click on the arrow to the side to move it up or down.

yes I know, but the euphonium is in the woodwind group. Moving it to the brass will but it below the tubas. When I click the up arrow to move it above the tuba it replaces the euphonum back in the woodwind group. Makes no sense.

Move it just far enough down so that it is the bottom-most staff in the woodwind group. Now take it out of the woodwind group. Nw put it next to the brass group. Add it to the brass group. Move it to where you want it.

That's what I'm trying to do. However when I place the part in the brass group I can't move the staff up or down because it goes back to the woodwind group!

Well with all the NEW "easy to reorder groups and staves in any order"... it seems it's not really any order for staves more any order within the group.
They could have let you move it in that box and automatically do the group changes instead of manually doing it. Maybe they were afraid someone wouldn't notice that they moved a brass instrument to the string section, but maybe a pop-up "Do you want to move the "Trombone staff" to the "Strings group" Yes/No.
But that might get an extra step while exiting a group. Still faster than manually reorder it as last in a group
close that window. open group attributes and remove it from the first group, include it in the second group. Go back to the reorder window to position it where you want it in this group, or move it low if you actually want it to be in the third group.

Working mostly with choral music I don't go into the problems area of the software, and I've always used logical steps to get around doing what I need (get to the forum if can't find it in the help manual :-) ). So I don't know how to "open a case" and I'm lazy to find out the logical way.

By the way, I've just improved my reorder staves tool (it'll cost you an upgrade). When trying to move the staff outside a group a pop-up window will display options that you check (like when inserting too many notes in speedy entry).
