Can I copy only a measure and then use that measure in pulisher using Notepad?

Not directly. NotePad doesn't have a graphic export. What you can do is take screen shot, and open it in Paint, or something similar, and save that as a graphic. No promises about quality, though.

One way would be to use a virtual printer like PDF Creator to make an image of a page that could then have a graphics editor crop it. That would avoid the jagged beams a screen shot would have.
