If you insist on it, however, a whole rest is inappropriate anyway. Much like a half rest in 3/4 time, a whole rest in 3/2 is also incorrect; it should be two half rests.

If the composer says in effect to the performer: "I do not care whether you perform my music or not," we cannot argue the matter. Insert a real whole rest, rather than the default. Then, you can use the Note Position Tool to move it.
