There is basic documentation of the ETF file format in the plug-in development kit. But there are a lot of details that are left as exercises for the developer.
It would probably be easier to develop a converter from MusicXML to MusiTeX. MusicXML is available with full documentation, examples, and tutorials. The Dolet plug-in saves Finale files in MusicXML format from Finale 2000 onwards (a light version comes with Finale 2003). It is currently for Windows only, but we plan to have a Mac version soon after Finale 2004 comes out for OS X.
Not only is it easier to develop for MusicXML, but you then get translation from many other programs besides Finale, such as SharpEye Music Reader.
