If playback is not a priority (if it is, you may have to make a special copy of the score where everything is "developed"), 2 ideas :

• create repeats in all staves
• hide some repeats locally with a staff style

or the opposite :

• no repeats anywhere
• create repeat barlines as shape expressions and place them where needed.
