P.S.: Maybe we needed more information. If you are using space-bar click or choose None for HP, then the behavior happens. You also mentioned change the Staff List. I'm guessing you meant the Score List. There is a similar issue about Swing Playback on or off not applying to all staves unless selected in the Parts list in the Score List. One should have a separate Score List set up that would cover both of these situations. As to another workaround, how about just setting the Volume to 0 for that staff, instead of muting. Or, Solo all the other staves instead. "When all is said and done, more is said than done."

Regarding the Score List, try checking all the parts in the parts column to see if that works better. It does in my testing.

P.S.: if you have grouped staves, like Piano, just leave the lower of the 2 staves unchecked, as you wouldn't want the part to have the expression on both staves. This setting basically amounts to Top Staff for most situations, and avoids some of the playback buginess occurring when only the Top Staff choice is made.
