I'm curious to know if others get this.

When I use Utilities > Change > Note Size, the stems seem way too long (see attached).

Any comments?

Yes. This is quit common with Finale.

Finale 2010b, 2011b, 2012c, 2014d, 2014.5 TGTools Pro, Patterson plugins, JW plugins (current for each Finale Instalation)
Sibelius 6.2, 7.1.3, 7.5.1, 8.0.1, Write Score Sound Sets, TMT Publisher Bundle Plugins, Bob Zawalich plugins, Dolet 6.4
Print Music 2004, 2010a, 2011a, 2014a
Progression, Progression 2, Progression 3, Notion 4, [Notion 5, (bought but not installed)]
Pro Tools 9.5, Reaper
Kontakt 5
GPO4, World Instruments
SmartScore X Pro, SmartScore X2 Pro, PhotoScore Ultimate 6 & 7 & 8.04 ( 7 has some utility----best of those available, 8 has some issues that need fixing)

Can anyone recommend a plug-in or a solution for fixing it? Basically, I've been adjusting each stem, which is time-consuming....

I have no idea if this helps, because it may introduce undesirable effects elsewhere, but:
If I open your file, go to Document > Document Options > Beams, then check "Allow primary beam within a space" it seems to fix your problem. FWIW, I always have this option checked; it may be technically incorrect in some circumstances, but I find that having it unchecked produces generally untidy beaming effects, to my eyes at least ...

Did you try the plug-in JW Change ? Note Entries -> Resize.

Jari's plugin displays the same issue that's why I did not mention it earlier. It's not a solution.

There are other parameters to experiment with in JW Change : stems -> length or resize and beams -> Vertical position, but it is a trial/error procedure.
Is you find the right combination, you could create a sequence in the plug-in via the Sequence Editor.

Once he finds the settings he likes he can sequence a fix that he can apply to selected areas.
