I need to move all notes of a certain pitch to its own staff and put rests where they were. Is it possible to select all notes on a staff that share the same pitch?

You can (at least partly) achieve this by using the Plug-Ins>Tg-Tools>Smart Split Point (also observe the Note Durations tab...)
You may have to add a temporary staff above and below...

With the Notemover Tool, you can do it 1 measure at a time. You can set the option to leave a rest where the note was, which is what you want.
