As far as a clef change, sure, you can start a measure with a whole note and then have the notes in another layer change to a different clef. There should be a rest on beat 1, and then the clef change can happen on the "and" of 1, as in the example.

But in bar 2, obviously the third beam does not connect all the way through the first note, so now I'm more likely to suspect a missing third beam in bar 1. if there are 2 glaring mistakes in the first 2 measures, I'm guessing there are going to be many more, so there might be some editing to do as well, and the mistakes might cause more trouble than you would expect, or want to deal with.
