I would simply switch 1st and 2nd layer. Or, you could flip them so that the 1/16th stems are up and the 1/4 note stems point down--which is what would happen anyhow if you reversed the layers.

I agree with Ron., just swap the layers. You can do it in one step.

Select the measure, and in the Selection Tool, choose Move/Copy Layers, and set it as in the picture:
