I spend a lot of time going to the Lyrics menu to
select the current lyric and to set baselines. I
would love to see a plug-in that would would give
a list of verses and for each verse give the first
word or two of the lyric and the baseline offset so
all that could be done in one place.

I think what you are asking for is a feature that
should not be remedied by the help of a plug-in
-- it should be an integral part of the program.
Tons of people have missed this feature and have
continuously documented it but we have been waiting
for years now for CODA to improve the lyrics tool but
they haven't delivered yet and/or don't seem to
bother.
