This actually doesn't need a plug in, you just need to load the hand bell template. Start finale and cancel the setup wizard. Click the file menu and select the new submenu and select document from template. An open dialog will appear and should open to the template folder. You may need to navigate to it in your finale folder. Open the church templates and select the handbell template. The template contains a full chart that you can remove what notes you don't need with the simple entry or speedy entry tool. It even has instructions on the page how to do it (obviously you would remove these when you are done).
