When you choose the Articulation Tool and then click on a note in your score, the Articulation Selection dialog box, as shown below, should pop up. Notice the character in the upper right hand corner of the box for a given articulation. This is the currently defined metatool that can be used to enter that articulation. If there are no letters/numbers in the upper right hand corner of the box, then no metatool is defined for that articulation. This could be because the articulation library loaded for the document did not contain metatool definitions, or for whatever reason, there are no metatools assigned to certain articulations. If the dialog box is completely empty, then no articulation library has been loaded, not very likely, but possible. A metatool can be any letter A-Z or digit 0-9. To assign a metatool to any articulation, press SHIFT-letter/number, and the Articulation Selection dialog box will appear. Then double click on the articulation you want that letter/number to be assigned to. With a metatool letter/number assigned, then you can hold that letter number down and single click on a note to assign that articulation to the note. You can also drag a box around several notes while holding down the metatool letter/number to assign the articulation to more than one note at a time.
The Expression Selection dialog box works in the same manner, with one notable addition. You can easily assign metatool letters/numbers with the dialog box open. Just SHIFT-letter/number with the appropriate expression box selected and the metatool will be assigned. This behavior unfortunately does not work with the Articulation dialog box.
Why not, MM? Is this another omission that needs to be corrected? Surely it has been brought to your attention before.

Are you in the same layer as the note you want to articulate?
Have you restarted the computer? Sometimes there is a "virtual stuck key" that can cause things to misbehave. Restarting (or, logging out and logging back in) can reset the system. Mike Rosen www.specialmillwork.com

Then I suspect that at least the A is not assigned to any articulation. We can easily tell if you post your recalcitrant document using the attachment manager. You can tell yourself, if you follow my instructions in my previous post.

If metatools work in this file, then the other files are missing metatool assignments or libraries. If it doesn't work, it's either a system issue or user misunderstanding about how to use metatools.

I don't know if you're still experiencing this problem or not, but I had the same issue earlier this week, and have found the solution. I'll post it here, in case you're still looking for help.
In Windows 8, disable the touchpad delay feature. From the start menu, select the settings charm. From there, select "change pc settings", then "mouse and touchpad". Change the touchpad setting to "No Delay (always on)".
So, that is the operating system issue. Additionally, I found that my Dell laptop *also* has a similar setting that must be disabled. To solve this, I went to Control Panel, and then "Hardware and Sound". Under the "Devices and Printers" area, selected "Mouse". Selected "Dell Touchpad", then "Click to change Dell touchpad settings", then turned the "palm rejection" feature off.
I imagine you've gotten to the bottom of this by now, as your original post was from the end of August, but if you're still looking for help, I hope this works.
