This system is mis-sized. In the Resize Tool, right click on thje first system of the piece. Choose Resize System. Set it to Systems 1 through end of piece. Then OK.
If that doesn't fix it, then report back.

I don't spend a lot of time with the resize tool (and was focusing on the small staves instead of noticing that it was the previous staves that were actually too big). I got Zuill's suggestion to work, but didn't have any luck going through Page Layout. Apparently all but the last couple staves were at 116%. I still don't know why it does that, as it's happened in a few different situations.
But at this point I don't care why since I have a solution. Thanks for everyone's quick help!
