Sometimes nothing happens, then at other times scrolling jumps way past the target measure. I've had to go back and forth several times to get the the right measure. Trying to move just one measure seems downright impossible! It might just be a matter of getting used to it, or learning to get the pressure right.
I don't have a touch bar on my MacBook, but what you describe sounds exactly like my experience with the trackpad in Finale. 13" MacBook Pro 2.8 Ghz.
