Is there a way to move staves or systems independently.

yes.
it should be the exact same procedure as Finale 2012 and Finale 2014.

Finale (started with ver. 3.0) using 2012 (2014 has been shelved for its lack of support for older Garritan libraries), putting Finale 25 through its paces.
Windows 8.1
basically ALL Garritan libraries, plus XSample Chamber Ensemble.

I tried using the option key, but all the staves below move. The ones above stay.

I never knew about Option (Alt) drag. Good to know. But if that doesn't work, just do it in two steps. Drag staff N down or up, then put the ones below back where you want by dragging staff N+1.

I did check 2014.5. The Option-drag works fine, there. (And I didn't know it, either!)

F25 works fine for me. Have you tried restarting the computer? Trashing the prefs file?
