Following the recent thread about the Ossia Tool...:

Tools I never use:
ZOOM: Can be done without using the tool.
HAND GRABBER: Can be done without using the tool.
TEMPO: Much more useful and visible to use Expressions.
MIRROR: Probably has some uses.

Tools I have used but don't plan on doing so again:
OSSIA: All kinds of pain (doesn't show lyric hyphens!) and it's easier to use Staff Styles.
HYPERSCRIBE. Enough said.

Tools I use once in a Blue Moon:
TUPLET: Probably useful for adjusting the position individually, but I tend to create tuplets within Simple Entry, and then adjust with Utilities > Change > Tuplets. Or JW Change.
MIDI: Just for Clearing MIDI data (and now Applying HP.)

My list mostly agrees with yours, except I use the Zoom tool quite a bit (now that I know how to use it, it's very convenient) and I couldn't live without the Tuplet Tool.

The Zoom tool would be more useful if right-clicking zoomed out, and if shift-drag used the region you outlined rather than presenting choices. I mainly use Ctrl-Plus and -Minus (Windows).

You can clear MIDI data with Edit->Clear Selected Items.

I don't think I've ever used the Mirror tool, and the Ossia tool is too quirky to be useful. Everything else I use at least occasionally.

I have my scroll wheel set to click to zoom, and Ctrl +Click wheel to zoom out.

I'm forced to use the tuplet tool only when I need tuplets within tuplets, if not I'm not able to do this in simple entry….

Tools I never use:

HYPERSCRIBE. Useless to me, even with my piano skills. I go much faster in Speedy Entry and there's no associated clean-up.
LYRICS: Can't be bothered with vocal music.
CHORD: Total mess of a tool, and generally I don't rely on musicians to improvise.

SIMPLE ENTRY: I use the rest palette occasionally to move rests in layers. No use for the note palette.

Hyperscribe is quite valuable. Even better if one uses a manual tap. Tuplet Tool also valuable. Tempo Tool is used in conjunction with the MIDI Tool, which is also indispensable. I use the MIDI Tool extensively, as it is what HP uses. Once one applies HP via the utility for that, you can use the MIDI Tool to check on what was done, and fine tune the results. Most necessary.

I use the three custom Zooms of Command 1, 2 and 3, plus the keyboard shortcuts for Fit to Height and Fit to Width. Those five, combined with Command - and = to zoom in and out mean the Tool is totally unnecessary. (Except when you're in a tool that uses those shortcuts for other things...)

On OS X you can also zoom in and out by performing the standard squeeze or spread gestures on a trackpad.

Also, now that Measure Attributes is now accessible from the Selection Tool, I rarely use the Measure Tool, except in very special circumstances when I need to adjust the measure widths or beat chart.

I dare say that the Tuplet Tool has some uses for complex tuplets. Though I'm surprised that Zuill finds HyperScribe "valuable"!

I'm just wondering: might it be possible for Finale to dispense with so many different Tool modes, while still maintaining the same functions? Judicious use of the Selection Tool minimizes much of the tool switching, as you can select a new key, time sig, clef, staff style or repeat from the right-click.

To zoom in I almost always draw a box while holding shift-command. Takes me exactly where I want to be at whatever zoom percentage I need at the moment. Zooming out is almost always with the shortcut for Fit to Width, occasionally Fit to Page. This is all in Page View, of course, and without having the Zoom Tool selected.

I would actually like another "tool": a screen to create custom tool palettes that might include any of the tools from any of the palettes. Then one could exclude all the tools one never uses and organize what remains in a more efficient way.

You can already do this: Hold shift to move the order of the icons, and you can reduce the "window" to hide the ones you don't use.

Windows already can do this using "Window->Customize Palettes->...", except that the selection of icons is fixed for a given palette, i.e. you can't mix icons from MM's preselection of palette icons.
 
The shift drag feature that Wiggy sites is only on Macs.

An interesting feature, but again only implemented on Macs.

I am aware of tool sets and palette rearrangement, both of which I would gladly give up for Windows palette customization.

But I would like the capability to create a single palette that contains the few tools that I actually need from ANY of the Finale tool palettes. And it would be great to be able to duplicate this palette.

Unlike I guess some Sibelius users, I guess, I like the Microsoft "ribbon" UI with its ability to put any icon on the Quick Access toolbar.

Yes, Motet, something like the Quick Access toolbar would be greatly helpful in Finale.
