I'm working on a suite that consists of 3 "movements" and one could optionally end the second movement or play it standalone, or go straight into the last movement. Here's a picture of how it's currently notated based on some other publications, but I've also seen where the optional ending measure has a black background and noteheads and lines are white. Is there a way to do that in Finale?

I was going to say no, but...

I entered the notes, and took a screenshot of the area. Using Preview on the Mac, I inverted the colors, and pasted it back in as a graphic.

It's certainly not perfect, but I think it's cool! I suspect that people smarter than me will come up with a better way.

I've never seen that, nor would I want to. The way it's usually done is by using ending brackets, with appropriate labels. You have to use a Staff Style to hide the repeat barlines and use the Repeat Tool to disable playback for them.

I would do what N. does, but I would put the "End" ending first.

The opera Hansel and Gretel has options to end Act I for an intermission or to segue into the entr'acte to join the first two acts. The publisher handles this thus:



If you look on IMSLP, though, you'll see someone went to the trouble to white-out the ending they weren't using, so it's perhaps not optimal. I would use the above layout, but make "A" and "B" endings.
