Does anyone have a tip as to how to get Finale to interpret the double-slash articulation as straight 16ths and the triple-slash as a non-measured tremolo? Both articulations produce the same non-measured tremolo during playback.

Unless Zuill or someone has a clever HP solution, you may have to put the trem. in a non-playing layer and the sixteenths written out in a hidden layer to get what you want to see and what you want to hear.

I think this is tempo related... try a much slower tempo and see if the behaviour changes...
