Is there a way to globally move tremelando marks on shorter note values with stems without affecting the position of the marks on longer note values such as semi-breves
Be very grateful for any help out there

Use a duplicate copy of the tremolando articulation, so that you have one copy for "shorter note values with stem" and one copy for "longer note values".
