From googling around, I've found that there's supposed to be a way to create a simile which says to do the same thing done in the previous measure, but I can't figure out how to make it. Note that I also want it to affect the playback for the MIDI.

Peter, no. Where the Gates Swing Outward Never by Charles H Gabriel.
Finale is a notation-based software. So the most efficient way of doing things in Finale is through a notation-based approach.
I think there might be an option somewhere to shorten all notes length by x-percentage, I'm not sure, it's just a vague memory. But it's a lot of fussing around, when it would be MUCH easier to do it with non-printing articulations.
Rather than "non printing" I prefer "invisible". They appear on screen greyed out, but do not print. It's easier to differentiate them from "non printing" items as the latter appear like normal score items, except they don't print.
And of course, the advantage to using an articulation is, if you suddenly realize that a certain note or passage requires longer, or even shorter, notes you can create a new invisible articulation adjusted to give the playback effect you want.
I often have 3-5 different invisible staccato markings in my scores for this very reason. Finale (started with ver. 3.0) 2010, 2011, 2012b installed Win XP basically ALL Garritan sounds, plus XSample Chamber Ensemble.
