Is there a way to change the default properties of the various defined instruments available through the Score Manager? For example, so that it defaulted the name to a different language or to start with a different clef or different default transposition?

The answer is both yes and no.

No it is not possible using the tools provided with Finale.  There is no way to change the defaults, although after the instrument is used in a document, it is certainly possible to change its name/language, transposition, clef, etc. using Finale tools.

Yes, it is possible to change the database that contains this default information external to Finale.  If you are not proficient in relational database manipulation, I would not recommend doing it.  It is outside the scope of what the designers allowed for.  If you change it, you are on your own.  Any new database supplied in subsequent official Finale updates will nullify your changes.  Is it worth it?  Only you can decide based on your workflow and needs.

Use scripts to change the names to your liking (Finalescript or JWLua)

Probably you could extend these scripts to include other parameters as well.
