I've always had this problem with Finale, it's a small annoyance but I keep forgetting to ask about it.

Whenever I switch from scroll view to page view the pages are never centered. I always have to click in the right hand scroll bar and the bottom scroll bar in order to see the pages properly.

I can confirm your observation.

My own workaround is a bookmark that sets the desired page location.

I do not create a bookmark for each and every page, only for the more important pages in the music.
But from there I can quickly navigate to the “neighboring” pages via the keyboard shortcuts (Cmd-PageUp and Cmd-PageDown).

Or, press Option/Command to temporarily engage the Hand Grabber and "swipe" the page into position.
