I have Print Music 2006. I'm trying to make blank manuscript, but I can't make the rests go away.
Any ideas

For me, rather than use $750 software to do this, I just created a little text file for my HP (PCL) printer:

The escape codes simply set 120 lines per page, to get the staves the right distance apart!

From Staff tool, delete the staff name. In Text tool, delete any unwanted default text. In Page Layout, use Fit Music to set each system to one measure. Realign the the left side of the first system. Space the systems apart as needed. In Mass Edit tool, delete extra measures after the first page.

If the only thing you want to do with this is print blank manuscript, you can lose the default rests by putting a real rest in a measure then hit the "h" key to hide it.

If the staves are too small, use the Resize tool to enlarge them.

Still, I was serious about my text file: I just fire that at my HP Deskjet whenever I want a sheet of MS paper ...
