It's a general notation question, not directly related to Finale. Perhaps Mark Adler, Zuill, or others can chime in.
As far as rests go, their vertical position on the staff is clearly defined in textbooks. For example, the half rest sits on the middle line. That being said, depending on notes on the staff and if rests get in the way, the latter can be moved up or down.
In the context of guitar tablature, what is the usual practice? I don't believe there are rules but perhaps there are common practices. Usually, rests are not shown in tablature but they can be, especially if tablature is shown by itself, in which case it can carry rhythmic information, as well as rests. For example, should the half rest sit on string 3 or string 4 (with 6 strings, there is no "middle line" in tablature).
