I've been using Finale 2014 some today and so far I'm really liking the work that's been done on it!

For some reason, though, I'm not able to enter a negative number in the Measure Attributes dialog for the Extra space at beginning or end of measure. I can enter negative numbers in the Document Options > Notes and Rests > Spacing Before and After music area and they enter fine. It also works great in Finale 2011. Is this a bug or is there a setting somewhere I'm not seeing?

I can confirm this. The Mac version won't let you enter a minus sign in the field. That's a pity for those moments when Finale adds too much space to the end of a measure.

If there's already a negative number in one of these fields, Finale won't let you edit it at all. The only choice you have is to deselect it and leave the window. When you return, the number in the field will be zero and a [positive] number can be entered.

What happens if you drag the handles? Are you able to drag them past the barline?

P.S.: Never mind. That can't be done. The only way to get them past the barline is in the dialogue box.

Make sure MM gets to know about it. Here's a JW Lua script that you can use as a replacement until it's fixed, if you want. The limitation is that you need to enter both values and that the measurement is EVPUs only.

EDIT: The forum software doesn't handle the script code correctly. I'm attaching a working script.
