Grace notes would be too fast I assume, and I need it in one measure.

Just create a time signature that will cover the number of beats, and display as another time signature.

For instance, one of my cadenzas is a 26/4 bar, displayed as 2/4.

The other way is built into Finale. In the measure tool>measure attributes, choose "Position Notes Evenly Across Measure".

I write out the cadenza using whatever time signature is appropriate for that motif. That might mean every measure will have a different time signature, but that's okay. When done, I simply hide the measure lines and time signatures. Fiddle with the spacing a bit. Be careful that every note that had an accidental-ed note before it has the correct current accidental.

This is really the easiest way because if I want to change something, I just have to change the time signature(s) for that section, instead of having to rejig the entire cadenza--which I would have to do if I used one time signature like "67/4 + 1/8."

When a cadenza equals at least one system, using a time signature that makes the measure equal the whole system width can improve the flow. See the attachment for details. A similar approach can also be used for the cadenza portion when regular measures and all or part of the cadenza are in the same system.
