My workaround: If you have it turned on, uncheck Document Options>Layers>Consolidate Rests Across Layers. Then use JW Change>Rests>Vertical Level>0 to center the rests, while leaving the brackets in both layers. The full TG Tools works, as well.
MM's "solution": 1. Using Simple Entry, highlight the quarter rest and press S to split it. 2. Then, highlight the lower rest and press H to hide it. 3. Next, highlight the upper rest and move it down using the down arrow key. Mike Rosen www.specialmillwork.com

Even better, you can turn that off with Jari's JW Change plugin, then center the rests as Mike suggested. These 2 operations can be combined into a sequence within Jari's plugin for future use, so it becomes a one click operation.
