How do I set a staff up so that I have Rhythm Notation in Layer 1, Normal in Layer 2?

Either edit the Rhythmic Notation staff style or make a new one that shows Notes, etc. in other layers:

Finale 2011b, 2005, TGTools
Finale 2014d demo
Windows 7, MIDI input
Finale Transposition Chart
