I'm assuming you are talking about piano music. Please be more specific in your posts, including your version number. Many helpful users on this forum will not reply if you don't include that information. Also, give your new posts a title!!!
Now, to answer your question, use the staff tool, and click on the little handle in the upper left-hand corner of the upper staff. Drag that staff below the bottom staff and then choose "Respace Staves" from the Staff Menu. That will switch the staves. If you were looking for something different, please be more specific.
