That MM can't keep an FTP server or DropBox account somewhere is absurd. There's no reason to make it public, though. That way, if a customer needs access to an older copy for whatever reason (and they do exist) an emailed link from Support gets that person back in business.
Many companies do this. Others, like Adobe and MOTU, grant customers access to every version but you can only use the ones for which you have licenses.
