The chords in the sample has awkward reading for the bass piano staff. I want to move the NOTATION only down one octave without changing the pitch. Transpose does not do this. I can't find it in the book or Help manual. Is there a way to do this?

I'm not sure exactly what you need here. If you highlight the measures in question and press the 8 button, it will all transpose down an octave. You could also use the transpose utility for this. Then you could add an 8va smart shape, telling the player to play it up an octave. Is that what you're trying to accomplish.

FWIW, I think it's very easy to read as it is right now, without transposing at all.

I agree. Keep it like it is. Also, the beat groupings need some fixing.
