The attached shows a D Major chord for a string orchestra score (divided 1st violin, 2nd violin, viola, cello, bass). Are the placements of the accents, down bows, and fermatas correct?

No, at least not according to Elaine Gould anyway. On pg 427 of "Behind Bars" the order relative to the note from furthest to closest is:

up and down bow
pause
string indication
fingering
open string/harmonic circle
articulation

According to her the bowing marks should be outside the fermata. Also, articulations of duration go closer to the notehead than articulations of emphasis, so if there was a tenuto in addition to the accent in your example, it would be closest to the note.

The downbow articulation is not necessary. String players will play that note with a downbow in any case. If not, their concert master will tell them in no uncertain terms that they will use a downbow there. :)

I do engraving work for a large US educational publisher and they're in agreement with Fred and Elaine Gould.

I just saw Ron's response and he makes a good point. However, educational publications tend to be generously bowed. Better to indicate too much and avoid the discussion, I guess.
