It gave me a warning that it was being used in the score. i couldn't find where, even in scroll view when I could see the hidden staves. After that, the slowdown in the beginning section disappeared.
Check that out and do some more exploring. You've got quite a mess with all the duplicate expressions in Miscellaneous.
Anyway, I gave you a place to start.

That's why I couldn't see it in the score. It was affecting the tempo for everyone, but you couldn't see it. The Rollantando was there as well.
You've got a mess on your hands. Time to go through with a fine toothed comb and clean it up.
By the way: when you play one part at a time (in Part view), that expression does not affect the other parts. That was one method used in my troubleshooting.

P.S.: That Cello I part also has an accel. at bar 46. I think you need to look at that part as the source of your tempo problems. How did that all get there? "When all is said and done, more is said than done."

I did some copying from another document that was a different arrangement of this same piece, although those expressions wouldn't have belonged there either. the rollantando expression is on a bunch of the parts.
The "slower than at the beginning," was from another piece, although I used that piece as a template for this one. But as I recall, I kept the template at about 1 measure, so I can't imagine how the ghost expressions appeared.
