I need to make the entire score with note values that are half the value of the written notes. Is this possible and also to shift the barlines to correctly reflect this?

Utilities/Change/Note Durations. Make sure that you change all note durations to 50% and that Rebar music is not selected. Then change the time signature. Once again, make sure that Rebar music isn't selected.
