WHEN WRITING A SECTION OF MUSIC IN 2/4 AT A PRE-DETERMINED TEMPO AND THEN SWITCHING TO 6/8 WITHOUT CHANGING THE TEMPO (TWO DOTTED QUARTER GROUPING) THE MIDI ACTUALLY PLAYS IT BACK AT ABOUT HALF SPEED. CAN THIS BE CORRECTED?

Actually, the tempo slows down to two-thirds of its initial value.

Easily fixed. I like to execute tempo changes using Expressions. Create an Expression called, say 'tempo1', set its Playback Effect to Tempo, quarter note = say, 120. For the 6/8 section, create a second Expression called 'tempo2' with its Playback Effect set to Tempo, dotted quarter = 120.

You can specify that the Expressions show up on screen only, not in the printout.

Or.... you could establish your first tempo as "Allegro ma non troppo" (for example) and set it to quarter = 120 and then for the 6/8 meter section, establish a new tempo "l'stesso tempo" and set this to dotted quarter = 120. This way you are also indicating to the player that the tempos should be the same (and you could also indicate with metronome markings the tempos.

I have an interesting question to add to this... Is there anyway to make an expression that will tell finale to do "quarter=dotted quarter" or vice-versa? This would be a great time saver, especially in pieces that have a lot of 2/4 to 6/8 meter changes. It would be nice to not have to figure out the tempo relations every time.

Sure. Just use the expression tool to create an expression in the Maestro font.
