On my setup, if one has something other than 100% set in Finale Preferences>New>New Document Windows>View Percent, when the new window comes up the rulers are all wrong. At 200%, each inch is only .5 inches, at 300%, only .333 inches, 400% .25 inches etc.
In the attached file, the preference was set at 800% and each "inch" in the Finale Default File is only 1/8th of an inch!
Fortunately, this is immediately corrected by zooming to some other percentage. Mac mini (OS 10.8.5) with dual monitors, Finale 2014d (Finale 2011 as a backup) with GPO 4 Kurzweil Mark 5 with M-Audio Midisport 2 x 2, Adobe InDesign CS4 SmartScore X Pro, JW Plug-ins www.cantilenapress.com
The better the composer, the better the notation.

John, your finding that there is a mathematical link to the view percentage is a crafty bit of troubleshooting!

I am on Windows10 with F25.1. I tried an experiment to test your reported bug. I see no such problem. All new default document rulers were correct at whatever percentage I set in Preferences. Maybe this is a Mac thing.
