The Horizontal Number Offset was how for years non-engraver tuplets tried to adjust the number's position, but, being a fixed value, it could not account for different tuplet number styles. Yes, that's what I thought, and that is the way I used to work in the original release of 2005. However, as you can see from my original example, something has changed in the maintenance release and the positioning is "off" for downstem tuplets (or at least it is for me). On the other hand, Abel's solution seems to have worked a treat (apart from the query in the post immediately before yours). I suppose it doesn't matter so long as I can get the results I want, but it can be annoying when things keep changing without notice between releases. Opus Chords, Opus PlainChords and Opus Text work with Finale in OS X from Finale 2004.
But Opus, Opus Percussion and Opus Special don't work with Finale in OS X from Finale 2004.
This problem seems to be limited to Finale. I can use all the Opus fonts in the Mac OS X application TextEdit.

Those are Unicode encoded fonts. That's why.
