Export them from Encore as MusicXML files and then import them into Finale.

Finale 2005b can import Encore 4.11 files pretty well - has this functionality been removed from later versions of Finale?

Yes, but I'm not sure which version was the last to have this capability.

I think 2009 was the last to have this feature -- though I tried to import some Encore files with it recently without any success.

MakeMusic has focused its energy on MusicXML.

I believe you need at least Encore 5 to have music XML support.
