Is it possible to change the number of staves per page?
If so, how?

If you have 2003, you can directly specify the number of staves per page.
If you have an earlier version, just jam the staves closer together until one jumps from the next page to the page you're working on.
You may have to reduce the upper/lower system margins or resize the staves to make this happen.

You may be confusing systems with staves. When there are several lines on a page, each line is referred to as a system --- it is no longer called a staff. So what you are looking for are references to adjusting size, margins, etc. of systems.
This can be confusing to people new to computer notation programs.

If you are looking for the way to change the number of staves per system, this is called Optimization. You'll find that term in the index.

When there are several lines on a page, each line is referred to as a system
I'd amend this thusly:
"When there are several lines on a page, joined by a left bar line, these lines comprise a single system."

Well, are you talking about a piece for a single instrument?
If so, you can do this by selecting the page layout tool and going to Page Layout> Systems> Edit margins and fiddling with the values there.

You can also use the resizing tool to reduce the size of the
staves slightly - sometimes a few percent smaller will allow
you to get an extra staff/system on a page.
Also - reducing your top and bottom page margins will allow
space for more music. I use 3/8" (.375") a lot.
