Can Mac Finale 2ka files be opened up in
Windows Notepad 2002?

The icon seems to appear but when open
via Notepad, INVALID FILE TYPE
appears.

Thanks for any input.

In short, yes.

But be careful about the file name.
You probably already know that the name should end with .mus.

Furthermore, certain characters should be avoided in the file name.
Windows does not let you use the back slash (\), square brackets ([ and ]), or math symbols (=, +, <, and >), nor does it allow many other special characters allowable in Mac OS filenames, such as question marks, semicolons, and quotation marks.

And if you want to be absolutely sure, keep the length of the name short: 8 characters + the .mus extension.
This last step (8.3) may not be necessary, since most windows machines nowadays can handle long file names.

I suppose that the documents were transferred by e-mail. Perhaps they were "encoded" or "compressed" by the e-mail program?

Could you make the Windows user post one of the "invalid file type" documents here, so we can take a look at it?
