I would like to have two rows of chords above the staff - one for concert pitch,
one for with a capo - how does one do this?

You can use the "Type Into Score" mode.

When you have typed the first chord, hit UpArrow, and type the other chord.

Alternatively, if you prefer the "Manual Input" mode, you will have to reposition the upper chord manually.
