How do you get tuplet brackets with inverted hooks and numbers to appear below notes when entering in layer 2, also how can I get the bracket to clear the note stems/beams when entering a tuplet that commences with a rest? Thanks for any help you can supply!

Yes, I really wish Finale had more options for tuplet placement, such as always above, always below, etc.
If the Layer 2 notes are beamed and stems down, the tuplet will normally be placed under them, but if the notes are only stemmed, the tuplet will go in above, and you have to move it.
Enter it above the notes, then click-drag the open handle to move it below. The four black handles can be used to adjust the hook direction and length, the bracket angle, number position, etc. A few minutes of experimentation and you'll have it down.

Anon #2 here. "Beam side" should mean the side a beam would go on even if there's not one. Coda please fix this! Editing quarter note tuplets and tuplets that begin with a rest is annoying. (I know, I know, email tech support. I do this frequently and it doesn't seem to do much however.)

Quicker and easier (for me, at least): in layer 2 in Tuplet tool, click on first note of triplet. Editing paraphernalia will appear. Double-click on the main box (not any of the little black ones) to open the tuplet options box. In southeast quadrant, change the two settings for the hooks by deleting the - signs, so (I'm making up this number) instead of -0.1234 it's 0.1234. Click Okay. The hooks are now pointing up, and the tuplet bar can be pulled into place in a snap.

And if "Match Length of Hooks" is selected you can get away with changing only one of the numbers, saving a whole 2 seconds of editing time.

It is also said earlier in this forum and sent to Coda as a feature request - above/below notes should be a placement option in the tuplet dialog box.
Maybe tuplet placement could be an option in the layer options dialog box?
