I want to copy and paste my soprano line into
voice 1 of the upper staff of a piano part and my
alto line into voice 2 of the same staff, etc.
I DO NOT want to use the piano reduction plugin,
as it turns the soprano and alto into a single
"voice," and in the process does not retain the
independent rhythms of each musical line.
Is there a way to do this on Finale?

Turn on Show Active Layer Only in the View menu and then do the copying. With this selected it will not copy over the other layer.

Might I also suggest you use layers instead of voices.
I've never seen a practical use of voices over layers. There is much
more flexibility in the latter.

Oops! I never use the "voices" thing either, but
as a musician, I can't help but think of each
individual line as a voice, and I always enter
those in separate layers.
