That makes a copy, at least it works for me (in WIN8.1 anyway, don't know about Mac). Octo, I'm not sure how practical your suggestion is, in the long run. As is well known, all items in Finale are anchored to a specific place determined by how the item was entered. These being a particular note, measure and/or staff. You can override the anchor of expressions or chords by pressing a modifier key; not so with articulations. Smart Shapes can be dragged horizontally and will change their anchor points, but not to another stave.
I use the Filter extensively for copying these kind of things.

Just use the metatool and click it into another place. If you need it in all staves up and down, right-click, then choose assign to all staves. Or, when the handle is selected, press alt-enter and it assigns to all staves. Or, choose Assign to Staves and pick only certain staves. That DB opens with ctrl-alt-enter.
