I do not have a Data folder inside the Library/Application Support/MakeMusic/Finale 2014.5 folder. Do I create one? I want to install the Garritan JABB3 sound map there as per the instructions on the Make Music site.

You should have a data folder under that path from the ROOT LEVEL Library. You should not have one under that path from your USER Library.

Make sure you're looking in the right place!
