Is finale capable of creating a smart shape such as found in the 4th stave of the first page of the score in the link? Looking to create that symbol that stems out from 8th notes to 16th notes. Also, does this have an actual anme in notation?

Yes, this has an actual name in notation.
In “Finalespeak” it is called Feathered Beaming.

I do not think that the Smart Shape Tool can do Feathered Beaming, but it IS possible to create Feathered Beaming in Finale.

The “standard solution” to Feathered Beaming is the Special Tools Tool sub-tool Secondary Beam Angle Tool.
Read in the manual about Feathered Beaming.
