How can I change or create different tempo markings through out the score or extracted parts.

First... do you mean tempo designations such as "Allegro" or "Adagio?" or do you mean metronome markings such as " " = 120 (with a quarter note between the italics?

An Allegro can easily be made by the expression tool. Generally one makes it in the score to go over the top staff and then have it shown in each part, remembering that in an extract harp part, or piano part, one would have it show over just the treble clef. One can create an instrument list in the expression menu and designate that list for each score expression.

To create easy metronome markings, using the plug in for this. This is an extremely easy way to make the metronome markings (although another engraver voice that he didn't care for the size / font that was normally produced.) But there is a little trick to it.

One creates the metronome marking while in mass edit. One selects the top measure and goes to plug in, clicks on create tempo marking (or something like that) and supplies the desired marks (say designate quarter note and designate 116, for example). One also gets to choose whether it is a note expression or a measure expression. Always choose measure expression. What one sees, then, is the metronome mark in every staff. Since you just want it on the top staff in the score and in all (most) of the part staves, one has to now go to the expression tool, right click on the handle of the metronome mark and then click on assignments. Then one goes back and designates the desired instruments through the instrument list... usually using a list that one had created earlier.

So there are a few steps. The steps are easy once one is aware of them and it works beautifully.
