Measure Tool.

Either (beginner's way, easy to understand):
Double-click the measure, and choose a Final Barline. Click OK.

Or (power user's way, fast):
Context-click the upper handle, and in the context menu choose Final Barline.

You can get a context menu by either right-click (if you're on Windows) or ctrl-click (if you're on Macintosh).
The items in the context menu depend on where you click (e. g. a handle), and depend on what tool you are in.
In Other Words: depend on the context.

It's the other way around:

If you want the text to move with the staff, then the text should be assigned to the staff.

If you don't want the text to move with the staff, then the text should be assigned to the page.

From your question it sounds like you are using the Text Tool to create text blocks.
Text blocks created in Page View are by default page assigned.
Text blocks created in Scroll View are by default staff assigned (measure assigned).

Short text like e. g. finger numbers can also be entered as expressions (Expression Tool) or articulations (Articulation Tool).
